instead of blaming it on global warming, why can't you just take ACTIONS to rectify the current flooding? every year it's the same thing happening again and again, but you have taken steps to reinforce the structures to help keep the water away or even clear up the drainage so that the rainwater would be diverted to the proper channels.

i really don't understand. if you wanna encourage foreign investors, the least you could do is tidy up right?! it's the same principle when you wanna invite your date home. you don't bring the person into a messy place, you tidy up - make a good impression and all that jazz... but no! you just to ignore the more current and urgent situation and blame it on something that is your fault to begin with. i mean come on! obviously there'll be global warming in ur area.... just look at the amt of pollution in the air. whenever i return home from a day out, i wipe my face and there's this layer of black i-don't-even-wanna-know-what-its-called (except that it's really bad for my skin) on my face.
